Following the successful training cycle for central civil servants (women & men), and in response to the recommendations of the mid-term evaluation, the e-TAMKEEN programme has broadened its scope to encompass the territorial levels. With this in mind, the programme has adopted two distinct approaches to delivering training cycles to specific groups, a strategy already proven to have a significant impact on participants at central level.
The first approach involved civil servants (from the regional offices of e-TAMKEEN's partner ministries. Marrakech was chosen as the hub for the southern regions, while Fez served as the hub for the north. For each of these regions, between 1 and 4 representatives of each beneficiary ministry, with territorial delegations, were involved. The training cycle focused on innovative approaches to project management, and was divided into 4 face-to-face modules: "Design Thinking and User Experience", "Agility and Lean Management", "Innovation in Public Administrations" and "Digital Maturity and e-Readiness".
The second strategy targeted specific entities, namely the General Direction for Terriotrail Collectivities and the Ministry of Solidarity, Women, the Family and Social Development,, mainly the Agence de développement social and the Entraide nationale. The aim was to bring together civil servants from all regions for the same training course. Despite a face-to-face start in Rabat, a decision was taken to give priority to distance learning sessions, thus ensuring equal access for those living far from the capital.
